Are we allowed to submit targets with our base year being the same as our most recent year? This is the only set of complete data we have, we currently want to submit targets with a base year of 2022 and a most recent year of 2022. We have no complete data for 2023 yet.
It is recommended to choose the most recent year as the base year.
