When targets are set using the SDA pathway for a sector and there is a lack of data on the estimated production (e.g. tonnes of cement) in the target year that is required to set the target, can the simplification of taking the production from the base year to the target year be applied?
The SDA tool allows the projected output measure to be calculated based on fixed market share or for a target year output to be entered. The reasoning behind the latter should be provided in the target submission form.
