Carbon footprint reduction claims using secondary data

Thanks for the great forum, I am wondering please if a company has used secondary data for their baseline calculations in 2019 and still in 2025 has secondary data but with a newer version, for example Ecoinvent version 3.5 in 2019 and version 3.10 in 2025, can we claim the difference between the two versions as industrial average progress (process efficiency, possible renewable electricity usage etc… for the same datasets) as carbon footprint reduction? What about obtaining suppliers (primary data), can we claim the difference between Ecoinvent 3.5 and the supplier data obtained in 2025 as a valid reduction in carbon footprint, as the supplier may not have product carbon footprint data for 2019 but they have done a lot of work on their corporate scope 1,2 and 3.
