Utilities covered under Fossil Fuel Finance Guidance?

Hi there - We reviewed the latest fossil fuel finance position paper and wanted to clarify if utilities will be considered part of the fossil fuel value chain, therefore covered under the criteria for financial institutions setting SBTs?
