FI - Do Scope 1 and 2 targets have to be validated at the same time as Scope 3 cat 15?

Hello, we are an FI awaiting the FINZ standard. We are ready to submit our Scope 1 and Scope 2 net zero target (2030) but don’t know if this can be done without the financed emissions target being validated at the same time
